Unclassified documents are identified by a grey background and can be viewed and shared with the general public without risk of breach of confidentiality or security risks.
Confidential documents are identified by a blue background and would cause "damage" to security or breach community confidentiality if released to the general public. Government employees and emergency responders may access confidential documents by completing a request form and receiving a user name and password.
Top Secret documents are identified by a yellow background and would cause "exceptionally grave damage" to security or breach individual confidentiality if released to the general public. Health department employees of the agencies listed below with emergency plans hosted here may access top secret documents by completing a request form and receiving a user name and password.
